San Marino Council, Planning Commission Discuss ‘Broken’ System

San Marino Planning  Commission and City Council on Wednesday, May 13 voted to consider creating a paid position for a mentor, or “ombudsman,” in the parlance of Dennis Kneier, to oversee communications between city staff, the Design Review Committee and the Planning Commission.

“We must make some changes,” Kneier thundered. “The public does not have confidence in what we are doing and we have to change that.”

When queried on the matter by Mayor Eugene Sun, City Attorney Steve Dorsey said the council would need to approve an ordinance in order for the consultant to have authority to interpret or enforce city codes.

“This is a great idea,” said Planning Commission Chair Howard Brody. “We need to bring someone in who has experience.”
