San Marino City Council Divided on Appeal Case

The owner of 2730 Devonport Road has one more chance to convince the San Marino City Council that her proposed home is not too massive for the neighborhood.

The city council reviewed the proposal on Wednesday, Sept. 9 and voted 3-2 to continue the case so owner Catherine Cheng can modify the roof height. Mayor Eugene Sun and Vice Mayor Allan Yung voted no.

The design of the home was started in 2011. It was initially approved by the Design Review Committee and then appealed. She did not fight the appeal because she wanted neighbors to like the design, Cheng said. Later architect Freeman Han was hired to design the home, which was approved by the DRC, appealed to the Planning Commission, denied by the commission and finally appealed to the city council.

Council member Richard Sun noted that the proposed home does meet three of the four requirements to be approved. The proposed structure meets reasonable expectations for privacy, is compatible with itself and the colors and materials are consistent within the structure.
