Council to Discuss Pandemic Policies Tuesday

The City Council plans to revisit several of its temporary policies enacted at the start of the COVID-19 pandemic on Tuesday, when many of the measures are slated to expire.
Moratoriums on evictions for residential and commercial tenants who can show pandemic-related hardship are slated to sunset on Tuesday, as is the freeze on residential rent increases. It is unclear whether the City Council will choose to extend them, given that it recently committed to back-rent repayment plans that are slated to begin on July 1.
It is also unclear whether the city will renew its requirement to wear face coverings when in public under most circumstances, which was long one of the strictest requirements among Los Angeles County cities. Gov. Gavin Newsom recently ordered a statewide requirement to wear masks in public in language that largely mirrors Glendale’s own order, which was most recently amended on June 2. The city could, in theory, implement a stricter requirement, but not a more relaxed one.
The city is likely to renew its emergency declaration, which allows city officials certain temporary powers to enact urgent policies and opens the city to recoup certain expenditures from state and federal emergency agencies.
City Council members are also slated to ratify a number of Glendale programs that go into effect with the start of the new fiscal year, programs that use Measure S sales tax funding and outside grants to help bridge income disruptions because of the pandemic.
A $572,500 Community Development Block Grant will fund an emergency rental assistance program, which can provide up to $1,500 in rent relief for low-income residential tenants. Another $572,500 CDBG award will provide up to 114 nonessential businesses and restaurants with $5,000 grants to help bridge shortcomings in business expenses and payroll, based on income levels among employees.
Additionally, the city has dedicated $1.6 million of local funds, generated by the Measure S tax, to provide $5,000 grants for up to 320 other small businesses that have not already received the CDBG grant or federal stimulus funding.
The city also plans to certify the waiver of permit fees for eateries that apply for outdoor al fresco dining areas through Aug. 31.
The City Council meets beginning at 6 p.m. Tuesday, June 30. It will be livestreamed on the city’s website (glendaleca.gov) and broadcast on Channel 6 for Charter customers and Channel 99 for AT&T U-verse customers, in observance of pandemic restrictions.
